Paul Bilewicz
Paul brings a lifetime of experience in technology, information systems and corporate management to Oxford.  As
Director of Application Development and Computer Operations for the Royal Bank of Scotland Group in Edinburgh,
Scotland, Paul was responsible for all aspects of planning, development and implementation of retail and
commercial banking systems for NatWest, Royal Bank of Scotland, and white label retail banking for Virgin and
Tesco brands.  RBS Group was the largest bank in the UK with approximately 40% of all UK payments being
processed over the banks networks.
Prior to RBS, Paul was Worldwide Director and CIO of Glaxo Welcome PLC, London, England.  Paul directly
managed the planning, development and operations of information systems for the global research and
development and the worldwide manufacturing operations, as well as the US pharmaceutical commercial business. 
Paul managed the worldwide year 2000 compliance program, reporting directly to the board of directors.  During this
period he implemented the largest SAP manufacturing system installation ever undertaken which encompassed
manufacturing facilities in the UK and Singapore.
Before moving to the UK, Paul was Senior Vice President, CIO and CFO for Glaxo Wellcome Canada.  In addition to
managing the development and operations of the IT function, Paul was responsible and for all aspects of the finance
function, including general accounting, budgeting and Tax/Treasury.  Paul launched and operation of the business
process reengineering program across the Canadian subsidiary.
He served as a member of the Canadian Board of Directors, and also the pension, compensation, and audit sub-
committees.
Paul was a member of the Research Board based in New York, whose membership consisted of the CIO's of some
of the largest organizations in the world and sponsored confidential research in existing and emerging technologies.
Paul is enjoying retirement, and together with wife, own and operate a small inn south of Collingwood, Ontario.
